Update model card metadata and improve description for HeartCodec

This PR improves the model card for HeartCodec-oss. Key changes include:
- Updating the
pipeline_tagtoaudio-to-audioto correctly reflect its function as a music codec. - Adding the
arxivmetadata field to link the model with the paper "HeartMuLa: A Family of Open Sourced Music Foundation Models". - Providing a more detailed model description and listing the authors with their Hugging Face handles.
- Including links to the GitHub repository and project page for better accessibility.
